John Foster Dulles, US Sec State sits down at press conference table. He is photographed, introduced. MCUs, Mr. Dulles briefly reviews Pres Eisenhower's and his own role in the consummation of NATO. He points out the current US policy for NATO emphasizes the "..long pull.." as means to maintain the balance between military and economic factors. He quotes from a previous address by Pres Eisenhower who said "..without economic support any amount of arms is futile and sterile, even in the emergency of war." In continuing, Mr. Dulles says that no basic change in Soviet policy is apparent, and NATO must therefore continue its program. He says that European members of NATO should take the lead since they are in better position to appreciate the peril. He reveals the figures on military-end items shipped from the US to NATO in increasing amounts since 1951. He indicates the sums that were, and will be alloted for off-shore procurement contracts. Mr. Dulles indicates that better planning, organization and economies will increase the value of the defense dollar. He says too, that "..new tactical weapons of warfare..make it possible to effect considerable savings." Concluding that we will not stop to pick up "..the few crumbs.." that the Communists have dropped, he calls for a strong effort to obtain the maximum of military strengtyh with the minimum of money.."
